On February 3, 2017, the Office of the Inter-ministerial Joint Conference for Standardization Coordination and Promotion of the State Council issued the "Implementation Plan for Promoting the Disclosure of National Standards", requiring relevant departments of the State Council to disclose information about national standards to the public for free. All relevant departments of the State Council and the people's governments of all provinces (regions, cities) can refer to the plan to carry out the work of publicizing industry standards and local standards in their own departments and regions.
The implementation plan stipulates that the public content of the national standard includes the national standard text (including amendments), bibliographic information, and revision information. All public information is free to read online, without any charge, so as to facilitate the public to quickly obtain national standard information. The newly approved national standard text will be published within 20 working days after the standard is issued, and the national standard bibliographic information and revision information will be disclosed in a timely manner. The stock national standards that have been released will be released to the public for free in phases, and all of them will be disclosed by 2020. The National Standards Commission and the relevant departments of the State Council respectively publish on their official websites the relevant information of the national standards that have been approved or jointly issued, and provide free online reading of the text of the national standards.
Prior to this, the China National Standardization Administration website only disclosed compulsory national standards for free, and did not involve recommended national standards. It is more inconvenient for the public to inquire about the recommended national standards in various local standard libraries or buy them at Xinhua Bookstore. On March 16, 2017, the official website of the National Standards Committee officially launched the "National Standard Full-text Disclosure System", providing bibliographic information and full-text online reading of national standards. At present, the system has published the first batch of 3,037 recommended national standard texts, accounting for about 1/10 of the total. Other recommended national standards that do not adopt international (foreign) standards will be published one after another before the end of 2017.
The State Council Standardization Coordination and Promotion Inter-ministerial Joint Conference System is a conference system approved by the State Council on June 1, 2015. Its main function is to coordinate the national standardization work under the leadership of the State Council, and to study and propose major guidelines and policies to promote standardization reform and development. Promote the implementation plan of national standard disclosure work
Standards are the fruits of human civilization and progress, and their role in facilitating economic and trade exchanges, supporting industrial development, promoting scientific and technological progress, and regulating social governance has become increasingly prominent. The State Council’s "Deepening Standardization Work Reform Plan" (hereinafter referred to as the "Reform Plan") requires "free disclosure of mandatory national standard texts to the public" and "promoting the free disclosure of public welfare-related recommended standard texts". In order to implement the "Reform Plan", promote the disclosure of national standards, use standard disclosure to help create a fair competitive market environment, and promote "mass entrepreneurship and innovation", this plan is formulated.
1. Working principles
The disclosure of national standards should follow the following principles:
(1) Unified management and division of responsibilities. The National Standards Commission is responsible for the establishment of the national standards disclosure system and mechanism, strengthens comprehensive coordination, and coordinates the promotion of national standards disclosure; the National Standards Commission and the relevant departments of the State Council are respectively responsible for the disclosure of national standards issued.
(2) Overall promotion and step-by-step implementation. In accordance with the requirements of the "Reform Plan", the National Standards Commission and relevant departments of the State Council jointly promote the disclosure of national standards. According to different situations such as compulsory national standards and recommended national standards, national standards that adopt international (foreign) standards (hereinafter referred to as "standard adoption"), and non-standard national standards, the publication will be carried out in an orderly manner in stages.
(3) Protection of copyright and free disclosure. The disclosure of national standards shall protect the copyright of the standards and safeguard the legitimate rights and interests of standard copyright holders; the disclosure of national standards shall implement free online inspection of texts to promote the promotion and application of standards.
2. Work objectives
Improve the mechanisms and measures to promote the disclosure of national standards, disclose mandatory national standard texts to the public in a timely manner, and disclose the recommended national standard texts to the public in stages to further enhance the openness and transparency of the formulation and revision of national standards, and ensure that the public can easily Obtain authoritative national standard information. By 2020, all national standards will be basically made available for free.
3. Disclosure content and methods
(1) Disclosure content.
1. National standard text, that is, the national standard text (including amendments) that has been approved for publication;
2. National standard bibliographic information, including: standard number, standard Chinese name, standard English name, issuance date, implementation date, issuance department, international standard classification number, etc.;
3. Information on the formulation and revision of national standards, including: public information before the establishment of the standard, standard plan announcement, standard draft for comments, standard release announcement, standard revocation announcement, standard review results, etc.
(2) The method of disclosure.
The National Standards Commission and the relevant departments of the State Council respectively publish the national standard texts, bibliographic information, and revision information that have been approved or jointly released on their official websites, and provide free online reading of the national standard texts.
Four, organization and implementation
The texts of newly approved national standards shall be published within 20 working days after the issuance of the standards, and the texts of recommended national standards involving the adoption of standards shall be published under the premise of complying with the copyright policies of international (foreign) standards organizations. National standard bibliographic information and information on formulation and revision shall be disclosed in a timely manner.
The published national standards are implemented in two phases.
The first stage: before the end of 2018, mandatory national standards will be freely disclosed to the public; non-adopted recommended national standards will be freely disclosed to the public.
The second stage: before the end of 2020, under the premise of complying with the copyright policy of the international (foreign) standards organization, the recommended national standards for adopting the standards will be disclosed to the public free of charge.
The disclosure of national standards is conducive to promoting the development and application of advanced standard production by enterprises, improving the quality of products and services, guiding consumption, safeguarding consumer rights and strengthening social supervision. All relevant departments should attach great importance to clarify the division of responsibilities, strengthen the organization and leadership of the standard disclosure work, and ensure the smooth development of related work.
The National Standards Committee should promote the construction of a national standard information network platform on the basis of standard disclosure, realize cross-departmental, cross-industry, and cross-regional standardization information exchange and resource sharing, and provide standard information public service. All departments of the State Council and the people's governments of all provinces (regions, cities) can refer to this plan to carry out the work of publicizing industry standards and local standards in their own departments and regions.
